Employees who have to return home before the deadline are supported up to 20 million VND

Deputy Prime Minister Le Minh Khai signed Decision No. 40/2021/QD-TTg on the Fund to support overseas employment.

Overseas Employment Support Fund under the Ministry of Labour, Invalids and Social Affairs to support the development, stabilization, and expansion of the market; prevent, minimize and overcome risks to employees and enterprises; protect the lawful rights and interests of employees.

The Fund is an off-budget state financial fund, operating for non-profit purposes. The Fund operates under the model of a public non-business unit that self-finances recurrent and investment expenses.

The Fund's organizational structure consists of the Management Board and the Fund's executive agency.

Contribution Level

The Decision stipulates that enterprises operating in the service of sending Vietnamese workers to work abroad under contracts to contribute to the Fund are 150,000 VND/employee/contract. The enterprise may account for this contribution to its operating costs of sending workers to work abroad.

Employees going to work abroad contribute to the Fund at the rate of 100,000 VND/person/contract.

Support level

For Vietnamese workers going to work abroad under contracts, the Decision stipulates support from 10 million VND to 30 million VND/case when the employee has to return home ahead of time due to an occupational accident, accident, illness, illness to the point that it is no longer possible to continue working abroad.

Support from VND 7 million to VND 20 million/case when the employee has to return home early because the overseas employer is dissolved, goes bankrupt or reduces production due to natural disasters, epidemics, political stability, war, economic recession, or other force majeure reasons.

Support workers who have to return home ahead of time due to unilaterally terminating their labor contracts when they are abused or forced to work by the employer or are in direct danger to life or health. or sexually harassed while working abroad. The level of support is from 7 million VND to 20 million VND/case.

Support 40 million VND/cases when the employee's relatives are dead or missing while working abroad.

Laborers who have to return home before the deadline specified in Articles 10, 11, and 12 of this Decision have the need to be trained for the job change and receive support for training costs to improve vocational skills to join the market labor school, stable life is supported 1 million VND/month, up to 6 months/person/course.
