Ho Chi Minh City Steering Committee for Epidemic Prevention and Control issued Decision 3589/QD-BCD dated October 15, 2021: The set of criteria for safe, prevention and control of the Covid-19 epidemic at production and commercial establishments in the city.
Specifically, the criteria for assessing the safety of COVID-19 prevention and control operations in the city's manufacturing and commercial facilities include:
1. Safety assessment criteria for COVID prevention and control operations in supermarkets, shopping malls, mini-supermarkets, convenience stores, and food retail stores in the city.
2. Assessment criteria for safe COVID-19 prevention and control activities in the city's traditional markets.
3. The set of criteria for evaluating safe activities in the prevention and control of Covid-19 epidemic at wholesale markets in the area of Ho Chi Minh City.
4. The set of criteria for evaluating safe operations in the prevention and control of Covid-19 epidemic at enterprises/production facilities in Ho Chi Minh City.
5. The set of criteria to assess the safety of COVID-19 prevention and control operations in the city's manufacturing offices, businesses, and service providers.

Therefore, people are allowed to participate in production, commercial and social activities according to the level of outbreak control when they meet the following conditions:
- Have been vaccinated against Covid-19 (at least 01 doses with the 2-dose vaccine and at least 14 days after vaccination); or
- Having recovered from Covid-19 for less than 6 months, activated the green QR code on the application "Ho Chi Minh Health"; or
- Submit the following documents: Being a patient with COVID-19 who has been cured for less than 6 months, and vaccinated against COVID-19.
For people who haven't been vaccinated against Covid-19: Must have a valid negative Covid-19 test result, be given priority to work online or in limited-contact departments, and commit to epidemic prevention and control.
