On October 15, 2021, the People's Committee of Ho Chi Minh City issued Decision 38/2021/QD-UBND promulgating the Regulation on coordination in the auction of land use rights.
Specifically, this Regulation stipulates the tasks and responsibilities of the departments, branches, the People's Committee of Thu Duc City, The People's Committees of districts and communes, and related organizations and units shall coordinate in the implementation and organize the auction of land use rights to allocate land with land use levy or lease land in the locality.
Regarding the principle of coordination, all coordinated activities must comply with the principles of industry and field management to ensure consistency, on schedule, and high efficiency.
Agencies, organizations, People's Committees of Thu Duc City, People's Committees of districts and communes, based on their functions, duties, and powers as prescribed, proactively handle according to their competence, coordinate work, exchange and provide complete, accurate and timely information to deal with work efficiently and on time.
Organize auctions of land use rights following the order and procedures prescribed by current law, ensuring independence, honesty, publicity, fairness, objectivity, and transparency.
During the coordination process, the agencies actively exchange and provide written information on issues related to the field of coordination or tasks assigned by the City People's Committee.
In case the application is not handled on time, affecting the progress of the auction, the leaders of the departments, the Chairman of the People's Committee of Thu Duc City, the People's Committee of the district, and the heads of the units shall be responsible to the People's Committee of Ho Chi Minh City for their assigned expertise and operations.
This decision takes effect from October 25, 2021.
