The Government has just issued Decree 111/2021/ND-CP amending and supplementing some articles of the Government's Decree No. 43/2017/ND-CP dated April 14, 2017, on goods labels.

In which, Decree 111/2021/ND-CP amends and supplements Article 15 of origin of goods. Specifically, organizations and individuals producing, exporting, and importing shall self-identify and record the origin of their goods, ensuring truthfulness and accuracy; comply with the legal provisions on the origin of exported and imported goods, goods manufactured in Vietnam, or international commitments to which Vietnam is a member.
The origin of the goods stated on the label is indicated by one of the following phrases “made in”; "made in"; “producing country”; "origin"; "made by"; “product of” shall be accompanied by the name of the country or territory that produces the goods or following the provisions of the law on the origin of goods.
In case the origin of goods cannot be determined according to the above provisions, the place where the final stage of finishing the goods is performed shall be recorded. Expressed by one of the phrases or a combination of phrases expressing the completion of goods as follows: “assembled at”; “bottled at”; “mix at”; “completed at”; “packed at”; “labeled at” with the name of the country or territory where the final step to perfect the goods is performed.
The name of the country or territory where the goods are manufactured or where the final finishing work is performed may not be abbreviated.
The Decree also amends and supplements Clause 3, Article 12 - Name and address of the organization or individual responsible for the goods. Specifically, goods imported for circulation in Vietnam must have the name and address of the producing organization or individual and the name and address of the importing organization or individual on the goods label.
For goods being medical equipment manufactured domestically or imported for circulation in Vietnam, the name and address of the owner of the medical equipment and the name and address of the owner of the free-sale registration number must be recorded. In case of medical equipment does not have a free-sale registration number, write the name and address of the medical equipment owner and the name and address of the organization or individual on the import permit.
