The Ministry of Health guides the process of issuing the 'vaccine passport'

Accordingly, the process of issuing a "vaccination passport" will include 03 steps. A "Vaccine Passport" certificate will be issued using the QR code format, which expires 12 months from the date this QR code is generated.

Specifically, in Official Dispatch No. 5772/QD-BYT, the Ministry of Health guides the process of issuing "vaccine passports" to be applied uniformly at all vaccination facilities nationwide. The granting process includes 03 steps:

Step 1: Immunization establishments review, verify and authenticate information about people getting vaccinated against COVID-19 according to the instructions in Official Letter 8938/BYT-DP dated October 21, 2021, and Official Letter 9438/BYT- IT on 5/11/2021.

Step 2: Immunization establishments digitally sign COVID-19 vaccine vaccination data on the COVID-19 Immunization Management Platform. This platform connects and shares vaccination data with the COVID-19 vaccine vaccination certification management system that meets the regulations on connecting medical data issued by the Ministry of Health.

COVID-19 vaccine vaccination data on the Platform should meet the following regulations: Having had enough COVID-19 vaccines with 08 vaccines licensed by the Ministry of Health (including AstraZeneca, Sputnik V, Vero Cell, Pfizer, Moderna), Janssen, Hayat-Vax, and Abdala - each vaccine product has a code attached).

Step 3: The Department of Preventive Medicine (Ministry of Health) digitally signs the certificate of vaccination against COVID-19 concentrated. The certificate is issued using the QR code format according to EU regulations.

National anti-epidemic applications and other utility applications  (if approved by the individual user) receive and store the vaccination confirmation in the form of a QR code following the instructions on exchanging medical data issued by the Ministry of Health.

"Vaccine passport" will display 11 fields of information, including first and last name, date of birth, nationality, disease to which the certificate targets, number of injections received, date of injection, dose number, vaccine, vaccine product, vaccine supplier, or manufacturer, certificate number.

Information including full name and date of birth will be combined with other identification documents such as identity card, citizen ID, or passport to help identify the owner.

The information will be digitally signed, encrypted, and packaged in the form of a QR code in 2D format. QR Codes will expire 12 months from the date of creation.

The information about the disease for which the certificate is targeted, the vaccine, the vaccine type, and the supplier or manufacturer will be displayed in correspondence with the WHO "COVID-19 vaccine tracker and landscape" document updated on the Portal. WHO electronic device and "Value Sets for EU Digital COVID Certificates" issued by the European Union (EU).

As of December 21, Vietnam has administered more than 140 million doses of the vaccine. The coverage rate of at least 01 doses of vaccine is 96.9%, and the rate of receiving 02 doses of vaccine is 83.6% of the population 18 years and older.

For the 12-17-year-old group, more than 9.2 million doses were administered, including more than 6.7 million doses of 1st dose and more than 2.5 million doses of 2nd dose. The coverage rate for at least 01 doses was 73, 4%, and the coverage rate for 02 doses is 28.1% of the population aged 12-17 years.
